The House of Justice (სახელმწიფო სერვისების განვითარების სააგენტო) is Georgia's multifunctional state services center. Most legally significant actions for businesses and individuals take place here: from company registration to obtaining an apostille and filing a residence permit application.

What You Can Do at the House of Justice

  • Register a sole proprietorship (IE), LLC, JSC, or NGO.
  • Apply for a residence permit.
  • Obtain an apostille on documents.
  • Have documents notarized.
  • Obtain extracts from state registries.
  • Register real property.
  • Access consular and other government services.

Most services are available on a walk-in basis through a single-window system.

How to Prepare

Each procedure requires its own set of documents. Errors in forms, a wrong activity code, or an incorrect charter can lead to rejection and the need to redo paperwork. If you are in another country at the time, correcting a mistake remotely is significantly harder.

Before visiting the House of Justice, we recommend:

  1. Confirm the current document list for your specific procedure.
  2. Prepare notarized translations in advance if required.
  3. If registering a business, have a ready founding agreement and charter.

How to Choose a Legal Service Provider

Private individuals often offer services at the entrance to the House of Justice and nearby. Before entering into any arrangement, check the following:

Official registration. A legitimate legal or consulting services provider in Georgia is registered as a sole proprietor (20% income tax) or LLC (15% plus 5%). Unregistered provision of services means working without tax obligations and without legal accountability to the client.

A written contract. A legitimate firm records all commitments in a written agreement. Without a contract, you have no recourse if something goes wrong, whether through a Google review or through the courts.

Published fees. Reputable companies publish a price list on their website and include state fees in the total cost. If a price is quoted verbally and changes as you proceed, that is a warning sign.

Registered address. Addresses offered at the entrance to the House of Justice are often located outside the city. Such an address is unsuitable for receiving correspondence. Official companies provide permanent in-city addresses with mail receipt.
