What You Can Do at SDA

Foreign nationals can access the following services at SDA:

  • Apply for a residence permit and obtain resident status
  • Obtain population registry extracts
  • Register a vehicle
  • Exchange a foreign driver's license for a Georgian one

Georgian citizens also use SDA offices to obtain ID cards and passports.

Addresses and Appointments

Several SDA offices operate in Tbilisi. The central office is at 19 Aladashvili Street. There is also an office in Saburtalo (Vazha-Pshavela Avenue) and several district locations.

Online appointments are available through the official portal sda.gov.ge. We recommend visiting in the morning and checking current opening hours for the specific office before you go.

How SDA Differs from the House of Justice

Both institutions fall under the Georgian Ministry of Justice, but each has its own scope.

SDA specializes in services for individuals: statuses, personal documents, licenses, and vehicle registration.

The House of Justice covers a broader range of tasks: company registration (LLC, IE), notarial services, apostilles, and maintenance of the property and legal entity registries.

If you need to register a business or have documents certified, go to the House of Justice, not SDA.

Can I apply for a residence permit at any SDA office?

Yes, applications are accepted at all SDA offices across Georgia. The specific office does not affect the outcome.

Do I need an appointment?

An appointment is recommended, especially for residence permit services. Without one, the wait during peak hours can be several hours. Book at sda.gov.ge.

Do staff speak Russian or English?

Tbilisi offices generally have staff who speak English. Russian-speaking staff are present in some offices but not guaranteed. For important matters, come with a representative or interpreter.

How much does a residence permit application cost at SDA?

The state fee depends on the type of residence permit and the processing time selected. Current fees are published on sda.gov.ge and are subject to change.
